The windows default for this. It is a issue with the Software Protection service. I had this issue forever and tried many different solutions online to fix this; many MS uninstallers, 3rd party, different versions of Office from 2010, 2013, 2016, etc.
25004 errors are related to free trials. MS does not allow you to install the same trial more than once in a given Windows installation. The install and uninstall process for the trial leaves a hidden 'flag' that triggers this message.
Where did you get this installation file?
How did you actually buy Pro Plus? It is a very limited distribution bundle.
Here are some possible fixes:

Or 25004 could indicate problems with the trial product key, I think MS thinks it’s been used on this machine, so lets go back and start over again.
- Get a new trial product key, may need to create a dummy e-mail id to get it.
- Uninstall current trial, use FIX IT from 290301 and confirm with manual process confirmation msl
- reboot into safe mode (with networking)
- clean TEMP folder
- install new trial (in safe mode)(I don’t know how they did this since in Vista I get message Installer service cannot be starter

This error can also be caused by trying to use a volume license KMS product key on a without the required activation server. If you are on a corporate network, possibly the Activation server is inaccessible.

same issue and finally managed to get around it by doing the following:
- Navigate to C:Program FilesCommon Filesmicrosoft shared
- If there is a folder called OFFICE15 or OfficeSoftwareProtectionPlatform delete that folder.
- Navigate to C:Program Files (x86)Common FilesMicrosoft Shared
- Same as above, If there is a folder called OFFICE15 or OfficeSoftwareProtectionPlatform delete that folder.
Now, try reinstalling.

I had the same problem, but since the office 365 trial version was uninstalled, there were no folders left. So what i did was quite easy.
Start regedit navigate to
HKEY_LOCAL_MACHINE / SOFTWARE / Microsoft / OfficeSoftwareProtectionPlatform
If you have deleted all folders in
C:Program FilesCommon Filesmicrosoft sharedOFFICE15
or
and
C:Program Files (x86)Common FilesMicrosoft Shared OFFICE15
or
delete the entire registry folder OfficeSoftwareProtectionPlatform
restart your computer and you are able to register your offoce 2013 key

The Office installation is indeed a legit copy. I downloaded the installer package and purchased a PKC from PC World a couple years ago.

I have tried the activation center but whilst they have confirmed my PKC is legit, they are at a loss as to why I have had issues. ‘It shouldn’t happen’ was their response. They even got someone who was able to RCD into my laptop and they themselves couldnt understand what was wrong.
Using your ‘reinstall windows’ idea, I have however been able to ‘reproduce’ the problem under a virtual machine. This gave me a clean slate to ensure there was no conflicting programs or corrupt registry keys etc.
The VM had a legit copy of Win7(x64) installed and I was able to install Office Professional 2010(x64) using my PKC and have it running successfully. Then I tried installing Visio and Project Trials again. This completely broke Office so there is something majorly wrong with this Trial system they implement.
Office Software Protection Platform Error
I now have three VMs, one for a functioning version of Office, one for Project Trial and one for Visio Trial. Its a solution but far from ideal and I get the suspicion my upgrade to Office 2013 isnt going to be a smooth one anymore!
